The Diocese of Roman Catholic Diocese of Kasana-Luweero on Sunday, 12th April 2026, witnessed a historic and grace-filled moment as St. Paul’s Jubilee Catholic Parish, Katuugo was officially inaugurated and Rev. Fr. Alfred Ddumba installed as its pioneer Parish Priest.
The solemn celebrations were presided over by Rt. Rev. Lawrence Mukasa and attracted clergy, religious, local leaders, and hundreds of Christ’s faithful from across the Diocese.
The day’s celebrations commenced with the planting of commemorative trees led by Bishop Lawrence Mukasa, symbolizing growth, faith, and stewardship of God’s creation.
The tree-planting exercise followed the blessing of the Parish Church and the Priests’ residence, marking an important milestone in the life and mission of the newly established parish community.
Thereafter, the faithful gathered for the celebration of the Holy Sacrifice of the Mass, during which the canonical inauguration and installation rites were conducted.
In his welcoming remarks, Rev. Fr. Dr. Lawrence Kizito Kimbowa, Dean of Nakasongola Deanery under which Katuugo Parish falls, warmly welcomed the Bishop and all the invited guests to what he described as a historic occasion in the pastoral growth of the Diocese.
He noted that the inauguration of St. Paul’s Jubilee Parish was the third such event following the creation of Nakitoma Catholic Parish and Wobulenzi Catholic Parish.
Fr. Kimbowa also recognized the presence of the Diocesan Vicar General, Msgr. Vincent De Paul Mukiibi, the Chancellor, Rev. Fr. Dr. Emmanuel Ssekyanzi Lyevuze, the Treasurer General, Rev. Fr. Achilles Kiwanuka, fellow priests, religious, and all the lay faithful gathered for the celebration.
At the beginning of Holy Mass, Rev. Fr. Frank Mugga invited the Chancellor to read the official decree announcing the creation of the new parish.
Rev. Fr. Dr. Emmanuel Ssekyanzi Lyevuze proceeded to read the diocesan document formally establishing St. Paul’s Jubilee Catholic Parish, Katuugo.
Following this, Msgr. Vincent De Paul Mukiibi presented Rev. Fr. Alfred Ddumba as worthy and suitably prepared for the pastoral care of the new parish in accordance with Canon Law. Referring to Canon 519, the Vicar General emphasized the sacred responsibility entrusted to a Parish Priest as shepherd of God’s people within a parish community.
Amid joyful singing and prayer, Fr. Ddumba was then presented before the congregation by fellow priests and ceremonially led among the faithful before being seated, symbolizing his pastoral authority and service within the parish.
In his profession of commitment, Fr. Ddumba publicly accepted the responsibilities entrusted to him and pledged fidelity to the teachings of the Church, obedience to the Holy Father, and dedicated pastoral service to the people of God.
On behalf of the Bishop, the Vicar General then handed over the symbols of pastoral office, including the keys to the tabernacle and church.
As he presented the church keys, Msgr. Mukiibi reminded Fr. Ddumba that the House of God must remain open to the faithful for prayer, worship, and encounter with Christ.
He further encouraged the newly installed Parish Priest to exercise mercy, compassion, and pastoral charity in shepherding God’s people, especially through the ministry of reconciliation and the sacrament of penance.
Representatives of various groups within the parish community, including the laity, married couples, youth, and children, later appended their signatures to the official parish documents as witnesses to the historic occasion.
The homily was delivered by Rev. Fr. Jude Masembe, who congratulated the faithful of Katuugo upon attaining parish status.
He praised the diocesan leadership for bringing pastoral services closer to the people through the creation of new parishes.
Fr. Masembe also commended Fr. Ddumba and the faithful for their sacrifice, unity, and commitment in preparing the parish ahead of its inauguration.
He expressed gratitude to Nakasongola Catholic Parish, the mother parish, for nurturing the Christian community that has now grown into a fully-fledged parish.
Reflecting on the tree-planting exercise, Fr. Masembe encouraged the faithful to continue caring for the environment as responsible stewards of creation. He also urged the new parish community to actively participate in diocesan initiatives and pastoral programmes.
During the Eucharistic celebration, several children received the Sacrament of Confirmation, while a Christian couple also solemnized their marriage in Holy Matrimony, adding to the joy of the occasion.
In his remarks, Bishop Lawrence Mukasa thanked the faithful of Katuugo for supporting and working closely with Fr. Ddumba throughout the preparation process leading to the parish inauguration.
He equally appreciated Fr. Kimbowa, Caritas Kasanaensis, and all those who contributed spiritually, materially, and pastorally toward the establishment of the parish.
The Bishop also congratulated Rev. Fr. Frank Mutebi of Wobulenzi Parish and Rev. Fr. Pontian Ssonko of Nakitoma Parish, who had earlier been installed while he was away on official duties.
He encouraged the faithful of St. Paul’s Jubilee Catholic Parish to continue building a vibrant Christian community grounded in faith, unity, self-reliance, and active participation in the mission of the Church.
Speaking after Mass, Fr. Alfred Ddumba expressed gratitude to Archbishop Paul Ssemogerere [Kampala Archdiocese], formerly Bishop of Kasana-Luweero Diocese, who first assigned him to Nakasongola in 2015 and later entrusted him with the pastoral preparation of Katuugo in 2022.
He thanked the faithful for their unwavering support, generosity, and commitment, especially their financial contributions towards the preparation and establishment of the parish.
The Diocesan Pastoral Coordinator, Rev. Fr. Cyril Kasigwa, also commended the Bishop for the continued expansion of pastoral structures within the Diocese through the inauguration of new parishes. He congratulated the faithful of Katuugo and recognized diocesan pilgrims who participated in the 2025 pilgrimage to Rome.
Fr. Kasigwa further announced that the Diocese is organizing a pilgrimage to the Holy Land [Israel] in 2027 and encouraged interested faithful to seek more information through their respective parishes.
On behalf of the laity, Mr. John Nsubuga Mayinja thanked Archbishop Paul Ssemogerere for securing 8 acres of land for the parish during his episcopal ministry in Kasana-Luweero Diocese.
Meanwhile, Kasana-Luweero Diocesan Priests’ Association Chairperson Rev. Fr. Dr. Gerald Wamala revealed that UGX 16 million had so far been raised towards the construction of the priests’ residence at Katuugo.
The celebrations concluded with the cutting of a commemorative cake as the faithful joyfully marked the beginning of a new chapter in the life of St. Paul’s Jubilee Catholic Parish, Katuugo.
